Objective

The objective of this strategy is to build on the previous National Cyber security strategy by further aligning to specific domestic, EU and international regulatory requirements. Furthermore, this strategy seeks to address the present realities, challenges, and developments in cyber security both on a national and international level.

Aim of the strategy

The ultimate goals of the strategy are to strengthen and protect the Maltese digital infrastructure and its dependencies from a strategic, technological, operational, and legal/regulatory perspectives. The strategy adopts a cyber risk assessment approach across the business and economic sector and fosters national cyber security consciousness and increased capabilities in cyber security. Finally, the strategy strengthen cooperation in cyber security on a national, European, and international scale.​

Model

The approach adopted to develop this National Cyber Security Strategy involved the Public Administration, Private Sector, the Society, and the Cyber security community. The strategy is built on four main domains:

Domain 1: Cyber Security Governance Capacity. This domain identifies the laws, regulations, policies, standards, and best practices to be followed so that Malta can appropriately respond to and limit the impact of cyber security incidents.

Domain 2: Cyber Defence Capacity. This domain relates to the actions required to develop and implement measures which help ensure that the Maltese cyber space is properly defended from the ever-increasing cyber-attacks.

Domain 3: Cyber Competence and Culture. This domain focuses on raising cybersecurity awareness amongst the Maltese general public as well as strengthening cyber security skills within the local public and private sectors. Such capacity building ranges from cyber security awareness campaigns on keeping safe online, to more elaborate research and academic activities in cyber security.

Domain 4: International Cooperation. This domain emphasizes the need of cyber security collaboration and information sharing amongst Maltese stakeholders and their European and International counterparts, leading to bilateral and multilateral agreements in observance of the international law.
